Based on the situation caused by the coronavirus disease (COVID-19) in the Republic of Armenia, by the decision of the Government of the Republic of Armenia dated September 11, 2020 No. 1514-N, quarantine regime has been imposed throughout the Republic of Armenia. The quarantine regime will be established starting from September 11, 2020 at 17:00 to January 11, 2021 inclusively.
Article 182.4 of the Code of the Republic of Armenia "On Administrative Offenses" envisages liability for violation of the restrictions applied by the decision on establishing quarantine regime.
The Police will register and study cases of administrative offenses provided for in parts 1, 2 and 5 to 8, 9 and 10 of Article 182.4.
In particular:
violation of the special regime of entry and exit from the epidemic (quarantine) zone, established by the decision on establishing quarantine, shall entail the imposition of a fine in the amount of 50,000-70,000 AMD.
Violation of restrictions on the right to free movement or movement of vehicles during quarantine, as well as obstruction of their inspection, shall entail the imposition of a fine of AMD 10,000.
When leaving the residential area of the place of residence, one must have identity documents.
For violations of restrictions on mass events, a fine in the amount of 50-200 thousand AMD shall be imposed.
Violation of restrictions on participation in meetings during quarantine, shall entail a fine of AMD 10,000.
Note:
Public events are only permitted with the following restrictions:
1) festive and memorial events - birthday, wedding and betrothal, funeral and memorial services (with the participation of no more than 60 people).
2) other events aimed at meeting social, cultural, educational, sports or other needs (including concerts, exhibitions, screenings, theatrical performances) - if they are not a type of economic activity. There is also a limit of 60 participants.
3) mass events in closed areas, in addition to the requirements established by subparagraphs 1 and 2 of this paragraph, must also be carried out subject to the requirements for the availability of natural or mechanical supply and exhaust artificial ventilation and the rules of sanitary and epidemiological safety.
Violation of restrictions on vehicles carrying out regular transportation during quarantine, as well as obstruction of their inspection, shall entail a fine in the amount of 50,000 to 100,000 AMD.
Violation of the rules of isolation or self-isolation during quarantine is punishable by a fine in the amount of AMD 50,000 to 200,000.
Violation of the rules for the use of personal protective equipment during quarantine shall entail a fine of AMD 10,000.
Note:
The list of personal protective equipment, cases and procedure for use, rules of sanitary and epidemiological safety were approved by the order of the Minister of Health of the Republic of Armenia dated September 11, 2020 No. 23-N.
In order to reduce the negative consequences of the coronavirus disease and to protect the health of the population, the RA Police calls for observing the restrictions envisaged by the decision on the imposing quarantine, as well as the procedure for applying individual protection measures established by the RA Minister of Health.
