Interpretation: is it possible to partake in the elections with expired passports or not

Citizens often apply to the Passport and Visas department of the RA police in order to find out whether they can partake in the forthcoming elections with an expired passport or not.
 The police of the RA interprets: Uunder the 2-nd paragraph of the part 3 of the article 34 of the RA Electoral code, an expired document is not a sufficient ground not to be allowed  to vote.
