According to the 1-st paragraph of the part 3 of the article 64 of the RA Electoral Code, the voter can partake in the elections with a passport (including no biometric data), a temporary document, replacing passport and issued by authorities, and the military personnel can produce a military certificate or a military card if they vote in military units and are included in their voters' lists.
Though according to the laws of the Republic of Armenia on «Identification cards» and «On the passport of the citizen of the Republic of Armenia», an identification card and a passport including biometric data are documents which confirm identity and citizenship,  according to the article 64 of the Electoral code of the Republic of Armenia, the voter can't partake in the elections with a passport including biometric data or an identification card.
According to the paragraph 2 of the 3-rd part of the same article, an expired identification document is not a sufficient ground not to be allowed to vote. 
If on the election day the citizen can’t produce his/her passport because it has been lost or produced for replacement, he/she can apply to the Passport and Visas department of the Republic of Armenia or to the territorial passport service according to their registration in order to be given a temporary identification document.
The citizen should submit the application personaly.
Two color 35 x 45 mm photos must be submitted to the application.
A state duty is not exacted for a temporary identification document. The document is issued immediately after the application is filled.
