The delegation of the RA Police visits Kyiv to get acquainted with the Ukraine

November 1-4, 2021, a delegation of Police of the Republic of Armenia, led by Head of Headquarters, Police Colonel Armen Mkrtchyan, paid a visit to Kyiv, Ukraine to get acquainted with the ongoing reforms in the Ukrainian Police, to study the management experience, in particular, management of the patrol service, and the activities of the Operation Control center. The visit was supported by the US Embassy's Bureau of International Narcotics and Law Enforcement Affairs, as well as /INL Ukraine Program and the International Criminal Investigation Training Program (ICITAP).
Within the framework of the busy agenda, the delegation had a number of meetings, in particular, at the Ukrainian Patrol Police, the Kyiv City Police Department, the Dispatch Center 102, the Kyiv City Patrol Department, the Holosiivskyi District Police Department, and the Kyiv Patrol Police Academy.
During the visit, the delegation got acquainted with the process of formation, structure, activities of the Patrol service, organization of the service, the existing problems, logistical equipment of the Ukrainian Patrol police, took part in the overnight business tours together with the patrol groups.
The capabilities of the 1-02 Dispatch Center were presented to the Kyiv Police Department of the National Police, call service and quick response, video identification of the faces of the suspects through the cameras installed in the city, Rapid identification of the routes of stolen vehicles and effective database management were presented to the Armenian delegates.
During the meeting with Ivan Vihivsky, Head of the Kyiv City Department of the National Police, he expressed readiness to share the Ukrainian experience of effective work.
The delegation also visited the police department of Holosiivskyi District Police Department, where the structure, problems, activities of the department were presented, the process of criminal analysis carried out by special graphic analysis of interactive maps was studied.
The selection, admission, training of patrol officers were presented at the Patrol police educational center of Kyiv city. In training centers, the priority was given to the development of tactical skills in practice ("Scenario problem solving developed for individual situations, equipment of simulation classrooms, etc."), as well as the introduction of the best police traditions and service culture.
During the meeting with the Deputy Minister of Internal Affairs of Ukraine Mary Hakobyan, the radical reforms that are being carried out in the Ministry of Internal Affairs of Ukraine, in particular in the National Police, the patrol service, the National Guard and other spheres were presented. Mary Hakobyan stated that the Ukrainian side is open for international partners, expressed readiness to provide comprehensive assistance to the RA Police in the implementation of reforms.
The visit was summed up at the Office of the International Criminal Investigation Training Program (ICITAP) in Ukraine, where the parties exchanged impressions and presented proposals for further cooperation.
The Head of the RA Police Delegation, Head of the Police Headquarters Armen Mkrtchyan thanked the American side for organizing the visit at a high level, underscoring the importance of international partners’ support, expressed confidence that the acquired knowledge and experience will be successfully used during the reforms in the RA Police.
